Joseph F. Mullins, an American businessman and politician, is known for making notable contributions in the corporate and public sectors. He is the founder and president of The Mullins Companies and the Flagler County commissioner in Northeast Florida. He is also a businessman and vice chairman of the Northeast Florida Regional Council Affordable Housing. Mullins was born in Evans, Georgia. His journey in business and politics began at the University of Georgia, where he pursued a Bachelor of Science in Management and graduated in 1995. During his university years, Mullins was not just a student but also a part-time news reporter at the university radio station, UGA.
In 1994, while still a student, Mullins founded The Mullins Companies.
